Spectrum Gaming hires Tim Miller as regulatory advisor; GLI adds Gavin Isaacs
Spectrum Gaming Group brings on former UK Gambling Commission executive Tim Miller, while Gaming Laboratories International names Gavin Isaacs to its board in an advisory capacity, among several US gambling leadership moves this week.

Spectrum Gaming Group has named Tim Miller an independent senior regulatory advisor, adding a former UK Gambling Commission executive director to its consulting bench, according to SBC Americas.
Miller founded GamReg Consulting and carries more than 25 years in gambling regulation. At Spectrum he will work with government and regulatory clients on modernising rules, building responsible gambling frameworks and shaping policy.
During his decade-plus at the UK Gambling Commission, Miller helped carry out reforms tied to the government's review of the Gambling Act, and he led work on the Gambling Survey for Great Britain and the first National Strategy to Reduce Gambling Harms. He has also sat on the board of the Gambling Regulators European Forum and advised the US National Council of Legislators from Gaming States on model internet gaming legislation.
Spectrum Gaming Group chief operating officer Juliann Barreto said Miller's background across the UK and Europe would add depth to the firm's advisory work, helping clients handle complicated regulatory environments.
Separately, Gaming Laboratories International has brought Gavin Isaacs onto its board of directors in an advisory role, though his formal appointment still needs regulatory review and sign-off.
Isaacs has run gaming, iGaming, sports betting and lottery businesses for more than 25 years. He previously served as chief executive of Entain and as chief executive and vice chairman of Scientific Games Corp, and has held management or advisory posts at DraftKings, Bally Technologies and Aristocrat Technologies.
Over his career Isaacs has led mergers and acquisitions worth upwards of $10 billion, and the American Gaming Association inducted him into its Gaming Hall of Fame in 2022.
GLI's board also includes president and chief executive James Maida alongside CVC Capital Partners representatives Alexander Heerkens Thijssen, Matt Turner and Zach Kelly. Maida said he and the board have ambitious growth plans for GLI worldwide, and that Isaacs' experience and track record of innovation make him suited to the moment.
The appointment comes after CVC invested in GLI and related entities in June through its Strategic Opportunities platform, a deal meant to back the testing and certification firm's expansion.
Elsewhere, Pavilion Payments has promoted interim chief financial officer Mary Beth Higgins to chief executive and named Alyssa Beaver chief revenue officer, both effective immediately. Earlier in her career she held finance chief roles at Global Cash Access Holdings, Herbst Gaming and Camco.
Beaver joined Pavilion in May 2025 as senior vice president of sales, running its land-based sales division, and previously led sales and marketing at Passport Technology with earlier stints at Apriva and Paycom.
